Proposals appearing on the ballot are as follows:

GENESEE COUNTY ARTS EDUCATION & CULTURAL ENRICHMENT MILLAGE RENEWAL PROPOSAL

Shall there be a renewal of the previously approved authorization of the Genesee County Board of Commissioners to levy a property tax:

* to be used to provide annual dedicated funding through Genesee County for the continuing support of arts education and cultural enrichment programs for students, residents, and visitors of Genesee County at cultural center institutions, including the Sloan Museum, the Longway Planetarium, The Whiting Auditorium, the Flint Institute of Arts, the Flint School of Performing Arts, the Flint Symphony Orchestra, the Flint Youth Theatre, The Flint Institute of Music, and the Capitol Theatre, and at the Floyd J. McCree Theatre & Fine Arts Centre and the Berston Field House, and other organizations, and for related purposes authorized by law;

* to also be used to provide $500,000 annually to the Greater Flint Arts Council for grants to support arts education and cultural enrichment programs at other nonprofit and governmental arts and cultural institutions in Genesee County;

* at a rolled-back rate of 0.9312 mill ($0.9312 for each $1,000.00 of taxable value), less any reduction required under Michigan Compiled Laws section 211.34d;

* for 10 years beginning in 2028 and ending in 2037; and

* that may not be increased, renewed, or used for other purposes without voter approval.

This is a renewal of the Genesee County Arts Education & Cultural Enrichment Millage.   If this renewal millage is approved and levied, revenue will be disbursed to Genesee County for appropriation by the Genesee County Board of Commissioners.  It is estimated that $12,596,953 will be collected in the first year.

In Genesee County, there are local authorities that capture and use for authorized purposes tax increment revenues from property taxes levied by the County.  Such captured revenue would include a portion of the proposed millage levy.  The total amount of captured tax increment revenues from the proposed millage levy in the first calendar year of the levy is estimated to be $433,908.  The following such local authorities presently are expected to capture and receive disbursement of a portion of the County’s property tax levy:

City of Clio Corridor Improvement Authority (“CIA”), Downtown Development Authority (“DDA”), and Neighborhood Improvement Authority (“NIA”); City of Davison DDA and Local Development Finance Authority (“LDFA”); City of Fenton DDA and LDFA; City of Grand Blanc DDA; City of Linden DDA; City of Montrose DDA; City of Swartz Creek DDA; Genesee County Brownfield Redevelopment Authority and Land Bank Authority; Davison Township DDA; Flint Township DDA, Beecher Road CIA, and Bristol Road CIA; Grand Blanc Township DDA; Mt. Morris Township Business Development Authority (“BDA”); Mundy Township Hill Road CIA; Vienna Township BDA; Village of Lennon DDA; Village of Otisville DDA; and Village of Otter Lake DDA.

Other such local authorities could be created in the future.

GENESEE COUNTY EMERGENCY MEDICAL SERVICES MILLAGE RENEWAL PROPOSAL

Shall there be a renewal of the previously approved authorization of the Genesee County Board of County Commissioners to levy a tax of 0.4689 mills ($0.4689 per $1,000.00 of taxable property valuation), less any reduction computed in 2026 pursuant to Michigan Compiled Laws section 211.34d,  upon the taxable valuation of property within Genesee County, as finally equalized, for each of the ten (10) years from 2027 through 2036, inclusive, to support Emergency Medical Services throughout Genesee County through the County Health Department?

This is a renewal of the Genesee County Emergency Medical Services Millage that expires after the 2026 levy.  The estimated revenue that will be collected during the first year this millage is authorized and levied is $6,343,118. 

In Genesee County, there are local authorities that capture and use for authorized purposes tax increment revenues from property taxes levied by the County.  Such captured revenue would include a portion of the proposed millage levy.  The total amount of captured tax increment revenues from the proposed millage levy in the first calendar year of the levy is estimated to be $218,492.  The following such local authorities presently are expected to capture and receive disbursement of a portion of the County’s property tax levy: 

City of Clio Corridor Improvement Authority (“CIA”), Downtown Development Authority (“DDA”), and Neighborhood Improvement Authority (“NIA”); City of Davison DDA and Local Development Finance Authority (“LDFA”); City of Fenton DDA and LDFA; City of Grand Blanc DDA; City of Linden DDA; City of Montrose DDA; City of Swartz Creek DDA; Genesee County Brownfield Redevelopment Authority and Land Bank Authority; Davison Township DDA; Flint Township DDA, Beecher Road CIA, and Bristol Road CIA; Grand Blanc Township DDA; Mt. Morris Township Business Development Authority (“BDA”); Mundy Township Hill Road CIA; Vienna Township BDA; Village of Lennon DDA; Village of Otisville DDA; and Village of Otter Lake DDA.

GENESEE COUNTY DISTRICT LIBRARY MILLAGE RENEWAL PROPOSAL

Shall the existing Genesee District Library millage authorization of 0.9578 mills (95.78 cents per $1,000 of taxable value) on all taxable property within the Genesee District Library district be renewed for ten (10) years, 2027 through 2036, inclusive, If approved and levied in full, this millage is estimated to raise approximately $$11,932,473 in 2027, the first year of the levy, to provide funds for operating, maintaining, and equipping the Genesee District Library and for other district library purposes authorized by law?

To the extent required by law, a portion of the revenues from this millage may be captured by or disbursed to the following authorities:

the Downtown Development Authorities of the Cities of Clio, Davison, Fenton, Grand Blanc, Linden, and Montrose; the Downtown Development Authorities of the Village of Lennon, Otisville and Otter Lake, the Downtown Development Authorities of the Townships of Davison, Flint, Grand Blanc, and Mundy; the Local Development Finance Authorities of the Cities of Davison and Fenton; the Business Development Area Authorities of Vienna Township and Mt. Morris Township; Bristol Road Corridor Improvement Authority; Beecher Road Corridor Improvement Authority; Hill Road Corridor Improvement Authority; City of Fenton Brownfield Redevelopment Authority; City of Grand Blanc Brownfield Redevelopment Authority; and Genesee County Brownfield Redevelopment and Land Bank Authorities. 

Other such local authorities could be created in the future.

MASS TRANSPORTATION AUTHORITY MILLAGE RENEWAL PROPOSAL

Shall the current Mass Transportation Authority Millage, set to expire in 2029, which has been reduced to 1.2158 mills pursuant to MCL 211.34d, be replaced and increased by .30 mills to the amount of 1.5158 mills ($1.5158 per $1,000 of taxable property valuation) upon the taxable valuation of property within Genesee County, as finally equalized, for each of the five years from 2026 2030 inclusive, to support mass transportation services including demand response ("Your Ride") and other related services for the elderly, persons with disabilities, the disadvantaged and other members of the public throughout Genesee County.

The estimated revenue that will be collected in the first year this millage replacement and increase is authorized and levied is $ 20,520,379. If this proposal is approved the Mass Transportation Authority would no longer levy the previously approved millage.

In Genesee County, there are local authorities that capture and use for authorized purposes tax increment revenues from property taxes levied by the Authority. Such captured revenue would include a portion of the proposed millage levy. The total amount of captured tax increment revenues from the proposed millage levy in the first calendar year of the levy is estimated to be $705,901.

The following such local authorities are expected to capture and receive disbursement of a portion of the County's property tax levy:

City of Clio Corridor Improvement Authority ("CIA"), Downtown Development Authority ("DDA"), and Neighborhood Improvement Authority ("NIA"); City of Davison DDA and Local Development Finance Authority ("LFDA"); City of Fenton DDA and LFDA; City of Grand Blanc DDA; City of Linden DDA; City of Montrose DDA; City of Swartz Creek DDA; Genesee County Brownfield Redevelopment Authority and Land Bank Authority; Davison Township DDA; Flint Township DDA, Beecher Road CIA, and Bristol Road CIA; Grand Blanc Township DDA; Mt. Morris Township Business Development Authority ("BDA"); Mundy Township Hill Road CIA; Vienna Township BDA; Village of Lennon DDA; Village of Otisville DDA; and Village of Otter Lake DDA.

Other such local authorities could be created in the future.

ATLAS TOWNSHIP RENEWAL AND INCREASE FIRE DEPARTMENT OPERATING MILAGE 

Shall the existing authorized Fire Department Operating Millage within the General Township of Atlas be restored to the original voter approved 1.00 mills, of which 0.9817 mills ($ 0.9817 per $1,000.00 of taxable value) is a renewal and .0183 mills ($.0183 per $1,000.00 of taxable value) is an increase to restore lost millage due to Headlee rollbacks, upon real property and tangible personal property within the General Township of Atlas for the period of ten (10) years, 2026 through 2035 inclusive, with the first levy in December of 2026 for use in 2027, said funds to be used to maintain the cost of operation of the Fire Department Services, and shall the Township levy such renewal in millage for said purpose, thereby generating in the first year an estimated $473,022.30 (This millage is to renew the millage that will expire and to restore millage lost as a result of the Headlee amendment)?

ATLAS TOWNSHIP RENEWAL AND INCREASE POLICE DEPARTMENT OPERATING MILAGE

Shall the existing authorized Police Operating Millage within the General Township of Atlas be restored to the original voter approved 2.100 mills, of which 2.0465 mills ($ 2.0465 per $1,000.00 of taxable value) is a renewal and .0535 mills ($.0535 per $1,000.00 of taxable value) is an increase to restore lost millage due to Headlee rollbacks, upon real property and tangible personal property within the General Township of Atlas for the period of ten (10) years, 2026 through 2035 inclusive, with the first levy in December of 2026 for use in 2027, said funds to be used to maintain the cost of operation of the Police Services, and shall the Township levy such renewal in millage for said purpose, thereby generating in the first year an estimated $1,049,397.00 (This millage is to renew the millage that will expire and to restore millage lost as a result of the Headlee amendment)?

CLAYTON TOWNSHIP POLICE DEPARTMENT MILLAGE

Shall the Charter Township of Clayton renew a levy of up to 2.9 mills against the taxable property within the Charter Township of Clayton commencing on December 1, 2026, for a period of 5 years raising up to an estimated $849,156.00 in the first year the millage is levied? The purpose of this renewed levy is to provide funding for the operation of the Charter Township of Clayton Police Department. This millage is a renewal of the 2.9 mills police millage approved by the voters of the Charter Township of Clayton in 2021 for the operation of the Clayton Township Police Department.

CITY OF GRAND BLANC FIRE MILLAGE PROPOSAL

Shall the limit on the taxes which may be imposed each year for all property in the City of Grand Blanc, Michigan be increased to 1.35 mills ($1.35 on each $1,000 of taxable valuation) for a period of ten (10) years from 2027 to 2036, inclusive, for fire protection? This will replace the 1.0 mill tax which expires in 2027.                                                                                                                                                           Total tax revenue for the 1.35 mills will be approximately $450,660 and will be collected beginning the summer 2027 at the 1.35 mills until summer 2036? If the 1.35 millage does not pass in this Primary election, the current 1.0 millage tax is in place until the millage expires in summer of 2027."

GRAND BLANC TOWNSHIP PARKS AND RECREATION MILLAGE

Shall the Charter Township of Grand Blanc levy 0.50 mills ($0.50 on each $1,000.00 of taxable value) for a period of ten (10) years, 2026 to 2035, for operating the Township’s Parks and Recreation services and facilities?  The proceeds of the levy will be used for operations, programming, equipment, facilities, personnel, maintenance, acquisition, capital improvements, and all related costs of the Grand Blanc Township Parks and Recreation Department.  The estimated revenue the Township will collect if the millage is approved and levied in the first year, 2026, is approximately $985,223.96.

DAVISON COMMUNITY SCHOOLS OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2026 tax levy.

Shall the currently authorized millage rate limitation of 17.7606 mills ($17.7606 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Davison Community Schools, Genesee and Lapeer Counties, Michigan, be renewed for a period of 10 years, 2027 to 2036, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2027 is approximately $5,487,162 (this is a renewal of millage that will expire with the 2026 tax levy)?

LAKEVILLE COMMUNITY SCHOOLS OPERATING MILLAGE RENEWAL PROPOSITION EXEMPTING PRINCIPAL RESIDENCE AND OTHER HOMESTEAD PROPERTY

This millage will allow the school district to continue to levy not more than the statutory rate of 18.0000 mills on all property except homestead property as required for the school district to continue to receive its full per pupil foundation allowance provide an additional millage in the event of future Headlee rollbacks to continue to allow the school district to receive the full foundation allowance permitted by the state.
 
Shall the limitation on the amount of taxes which may be assessed against all taxable property, except principal residence and other homestead property as defined by law, in LakeVille Community Schools, Counties of Genesee and Lapeer, State of Michigan, be increased to 19.8004 mills ($19.8004 on each $1,000 of taxable value) for ten (10) years, calendar years 2027 to 2036, inclusive? It is estimated that the revenue the school district will collect if the millage is approved and 18.0000 mills are levied in the 2027 calendar year will be approximately $1,873,816 from the local taxes authorized in this proposal. Revenues will be disbursed to LakeVille Community Schools for the purpose of providing funds for the operating expenses of the District.
